It is an honor and privilege to serve asthe 2024-2026 Chapter President of the North County San Diego Chapter of Jackand Jill of America, Incorporated (NCSDJJ).
In 1938, twenty dedicated mothers under theleadership of Marion Stubbs Thomas established the foundation Jack and Jill ofAmerica, Inc. in Philadelphia, Pennsylvania. Over 85 years later, theorganization flourishes as a premiere African American family organization inthe United States, including 271 chapters nationwide and representing over 70,000family members and associates.
We are delighted to celebrate over 30 yearsof service to children and families in North County San Diego. With our dynamicprogramming, we strengthen our children and encourage them to lean intopersonal development, volunteer service, philanthropic giving, and civil duty;and we honor and pay tribute to NCSDJJ’s Chartering Mother Members and theirforesight to expand the reach of Jack and Jill in Southern California.
Together the mothers of North County SanDiego are dedicated to bringing NCSDJJ’s vision to life, which is “to be apremiere service and social organization in North County San Diego that fostersthe next generation of confident leaders who are compassionate changemakers, boldthinkers and innovative problem-solvers.” I am grateful for the opportunity tolead NCSDJJ in its endeavors, and I, along with the 2024-2026 Executive Committeeand Mother Members, aspire to its continuing success. On January 8, 1993, Catherine Joseph and Patricia Dupont-Norton facilitated the first meeting of San Diego Jack and Jill Mothers who resided in the northern part of San Diego County, California. Other mothers present that were supportive and instrumental in this endeavor were Shirley Hall, Phyllis Collins, Charlotte Houston, Pamela Sanford, Angela Ashwood and Layurne Carey. Two members of the existing San Diego Chapter, Ingrid Chapman and Dayle Veasey, were also in attendance to lend their support to the group.
The purpose of the first meeting was to determine the level of interest among families with respect to establishing a new Jack and Jill Chapter in North County. The idea was met with great enthusiasm, and all present felt that the need to build a sense of community in the Northern inland segment of the County was of paramount importance.
Following a series of meetings, the group formed an interim Executive Board on April 25, 1993 and hosted an orientation tea at the home of Phyllis Collins. This event sparked the interest of thirty-four guests consisting of prospective members from the community, and mothers from the local sponsor chapter, San Diego Jack and Jill of America, Incorporated. The agenda focused on sharing information about the national organization, its goals, and expectations of membership participants. Mothers active in the organization were invited to discuss personal experiences of their children as a result of being involved with Jack and Jill of America, Incorporated. The meeting closed with positive feedback from all who attended.
By early June 1993, the North County group began to see evidence of sustained interest in establishing a new chapter, and felt confident that the goal could be realistically achieved. Next, an invitation was extended to Jacqueline Scott, National Program Director, to provide an overview of Jack and Jill of America, Incorporated, from a national perspective. Mothers and fathers were invited to this event and all enjoyed the evening.
In mid-August 1993, the Alliance: African-American Families of North County sought and received Interest Group status from the National Executive Board of Jack and Jill of America, Incorporated. The North County Group, consisting of twenty-five dedicated mothers, successfully completed the required probationary period and was voted in at the National Convention in Austin, Texas, in July 1994. The installation reception of the North County Chapter of Jack and Jill of America, Incorporated was held on October 16, 1994 at the California Center for the Arts in Escondido, California with Jacqueline Scott, National Program Director, serving as the Installing Officer. Today, the organization continues to thrive and maintain excellence in its dedication to enhance the quality of life for all children.

Jack and Jill of America, Inc. is a nationwide African-American organization of mothers who nurture future leaders by strengthening children ages 2-19. Jack and Jill is comprised of over 225 chapters in seven geographic regions, encompassing 35 states and the District of Columbia.
We are focused on nurturing our future leaders through outstanding chapter programming, community service, black history, legislative advocacy, and philanthropic giving all while emphasizing the importance of family and extended family. We are committed to ensuring that all children, not just our own, have the same opportunities in life.
This programming year, The North County San Diego Chapter of Jack and Jill is composed of 26 dedicated mothers and 44 children between the ages of 2-19 years old.
The North County San Diego Chapter of Jack and Jill boundaries begin at the Highway 52 and extends north to include the Camp Pendleton Marine Base, and extends east to the San Diego County line and west to the California coastline.

(Ages 2-5): Our youngest members, Group 1, engage in playful and educational activities designed to foster curiosity and early development in a fun and nurturing environment.


(Ages 6-8): Group 2 focuses on creative learning experiences that encourage teamwork, self-expression, and community involvement while developing a foundation of leadership skills.
(Ages 9-11): In Group 3, children participate in more structured activities that promote academic growth, cultural awareness, and social responsibility.


(Ages 12-14): Group 4 members begin their journey into leadership with activities aimed at civic engagement, advocacy, and preparation for future responsibilities.
(Ages 15-19): Our oldest group, Group 5, emphasizes leadership, community service, and preparation for adulthood through programs that build confidence and foster mentorship.


Emma Smith-Johnson, a standout senior at Lincoln High School, has consistently demonstrated excellence both in academics and extracurricular activities. As president of the debate team and a dedicated volunteer in her community, Emma has earned recognition for her leadership and passion for social justice. This fall, she will be attending Stanford University, where she plans to major in Political Science with a minor in Environmental Studies. Emma hopes to combine her love for policy and advocacy to pursue a career in environmental law, aiming to create impactful change in sustainability and climate action.
